Opinion is Power was commissioned by choral conductor Judith Clurman for a program of pieces based on brief phrases by different American presidents. My phrase comes from a letter of Thomas Jefferson, in which he holds that people will eventually come to a correct understanding about the value of democratic government and that, since opinion is power, it will come about!
